We are very proud of our district that provides services to the Reunion Resort community and have established this website as a means of communicating to our current and future residents. The Reunion East Community Development District, which encompasses approximately 1,279 acres, is a local unit of special purpose government created pursuant to and governed by the Uniform Community Development District Act of 1980, Chapter 190, Florida Statutes as amended. The District was created on October 3, 2001 by the Board of County Commissioners of Osceola County. The District was established to provide services to the Reunion Resort community in Osceola County, Florida. Both District and Community are adjacent to I-4 on the west and County Road 532 on the south in Osceola County. The Reunion Resort community is split into two sections for CDD purposes. These are the Reunion East and Reunion West CDDs. For information about Reunion West, please CLICK HERE. Even though the community is split into two Districts, certain assets and amenities are accessible and maintained by both Districts in accordance with the Interlocal Agreement between the Districts.

Community Development District Overview

The Reunion East Community Development District is a local, special purpose government entity authorized by Chapter 190 of the Florida Statutes as amended, and created by ordinance of Osceola County as an alternative method of planning, acquiring, operating and maintaining community-wide improvements in planned communities. A CDD provides the “solution” to Florida’s need to provide valuable community infrastructure generated by growth, ultimately without overburdening other governments and their taxpaying residents. Community Development Districts represent a major advancement in Florida’s effort to manage its growth effectively and efficiently. This allows a developer to establish higher construction standards, meanwhile providing a long-term solution to the operation and maintenance of the community’s facilities.

CDD Organization

The Reunion East Community Development District is organized similar to other local governments in Florida, in that the legislative body is composed of a five-member board known as the Board of Supervisors. The Board establishes the policy of the District in accordance with Florida law. The Board, by law, must hire a District Administrator. The District also employs District Counsel and a District Engineer. Staff members operate utilizing the same formalities as a County Administrator and County Attorney. The Board, through review of advertised Requests for Qualifications, ranks and selects a District Engineer to perform the engineering needs of the District. District Administration staff and the District Attorney administer the operations of the District and implement the Board’s policies and contracts.

District Administration

The District Manager’s responsibilities include:

  1. Preparation and submittal of a proposed operations and maintenance budgets for Board review and action
  2. Preparation of contract specifications for District operations, including community appearance, stormwater management, recreation and facilities maintenance
  3. File all required forms and documents with state and local agencies
  4. Attend all Board of Supervisor meetings – implement the policies of the Board
  5. Additional duties as directed by the Board

The District Engineer’s responsibilities include:

  1. Preparation and supervision of construction projects within the CDD
  2. Inspection and reporting on the District facilities
  3. Assist in the preparation of the annual maintenance budget.
  4. Attend all Board of Supervisor meetings – implement the policies of the Board
  5. Additional duties as directed by the Board

The District Counsel’s responsibilities include:

  1. Preparation and review of agreements and other CDD documents
  2. Ensuring all provisions of the Florida Statutes are followed
  3. Attend all Board of Supervisor meetings – implement the policies of the Board
  4. Additional duties as directed by the Board

The Field Manager’s responsibilities include:

  1. Maintenance and oversight of:
    1. Roadways & Signage
    2. Landscape & Irrigation Maintenance
    3. Stormwater Management System, including certain ponds
    4. Recreational Facilities, including pools, parks, and community centers
    5. Streetlights
    6. Gatehouse and Gates
  2. Assist in preparing and submitting budget numbers for maintenance items
  3. Approve and submit invoices
  4. Attend all Board of Supervisor meetings – implement the policies of the Board
  5. Additional duties as directed by the Board
